Throughout the app, you will be able to use Secured Access to restrict content based on user role or target list as desired.
On the Who? screen, there will be a Secured Access area where you can choose to restrict access to the News item that is being created.

When adding/updating a feature, each feature item will have a secured access area that will allow you to restrict access to selected roles or lists.
